Any woman can be rugged and I have met rugged women of all types even non-black women who I could not tell were women.
Black women hair is actually more fragile than other women and due to this, we can't just "leave it out", we have to wear them in locks, braids, or keep it "protected". Other women do not have to do this.
Also, women of any culture or race, like to look different sometimes or try different styles. I don't wear my hair in fros and twists all the time anymore. I like curly or straight most days for a different look but make no mistake I do not "relax/perm" my hair at all and I have not done so in nearly 10 years.
Finally, when discussions like this come up people like to go in on black women's afrocentric looks and hair when the topic is deeper than this. Black women literally are the most unique women on the planet and EXOTIC. Think about it. We literally do not look like any other woman on the planet. Our bodies, skin and hair textures are vastly different.
